Opération de revitalisation du territoire (ORT) dans le Haut-Rhin Lutter contre la dévitalisation des centres villes. Créée en 2018 par l’article 157 de la loi ELAN, l’Opération de Revitalisation du Territoire (ORT) est un outil au service des collectivités locales volontaires pour la mise en œuvre de leur projet global de territoire visant la consolidation de fonctions de centralité qui bénéficient à tous. Objectif Par ses effets juridiques, cet outil a pour objectif de contribuer à la reconquête des centres anciens en engageant des actions concernant l’habitat (lutte contre l’habitat indigne, lutte contre la vacance des logements…), l’aménagement (valorisation du patrimoine bâti, réhabilitation des friches urbaines…) et le commerce (lutte contre la vacance des locaux commerciaux et artisanaux …). Territoires ciblés Cet outil s’adresse à tout territoire qui veut mettre en œuvre un projet global de revitalisation. Ainsi, l’ORT est un outil phare pour accompagner les 222 collectivités engagées dans le programme Action cœur de ville ainsi que les communes lauréates du programme Petites Villes de Demain.
